Parenting constrains delay

I'm trying to use the parenting constrain for two simple layers. However, it seems that the child is starting to move BEFORE the parent starts to move.
Is this a known issue or am I doing something wrong?

Hum... This may be because your comp does not start at the frame #0, did you change the start time of the comp?

I thought I had fixed this... Let me know!
